The 22-year-old is set to leave the Clarets at the end of the season as he nears the end of his contract, with Liverpool and Tottenham Hotspur among those interested in his services.
Dyche feels Ings would be better off at a top-end English club rather than moving to a side slogging it out in mid-table in Spain.
“For his development he wants to be in the top end of the Premier League,” Dyche said.
“It is the most powerful league in the world. His aspirations need to be top end of the Premier League. The middle of La Liga is no use.”
