The 24-year-old has been a long time target for the Reds, who came close to snapping him up during the January transfer window, only to see the deal fall through on deadline day.
However, Premier League rivals Tottenham and Manchester United have also been linked with the player recently, but have yet to make a concrete offer for the Ukraine international.
Konoplyanka is thought to have a £12m release clause installed in his contract, but he is apparently reluctant to seal a move to England.
West Ham owners David Sullivan and David Gold have been active in the transfer market this summer after setting manager Sam Allardyce a target of a top-10 finish in the league.
The east London club have already brought in the likes of Mauro Zarate from Argentina, while midfielder Cheikhou Kouyate has also been added to boost the squad.
Konoplyanka’S signature would prove to be a real coup, though it remains to be seen whether Liverpool will act on West Ham’s initial interest.
