With Reds icon Steven Gerrard leaving Anfield in the summer, Brendan Rodgers views Milner as the player that can fill the left hole in central midfield.
The Mirror claim that the midfielder will be offered around £125,000 per-week.
The 29-year-old has been linked with an array of clubs, including a move overseas to AS Roma, but it appears he would prefer to remain in the Premier League.
His anticipated departure will be a huge blow to the Citizens, who are already struggling to have the required number of home-grown players on their books, with Gareth Barry, Micah Richards and Scott Sinclair all having left the Etihad Stadium in recent seasons.
As such, Manuel Pellegrini could make a move for £50m rated Everton midfielder Ross Barkley, as Milner’s replacement.
