The right-back currently earns £120,000-a-week at Anfield on a deal that expires next summer and the Reds approached Johnson with the prospect of a new offer.
Due to the 30-year-old’s injuries and drop in form – which has seen him left out of the England squad altogether – the Merseyside club are only prepared to offer the defender £60,000-a-week for two years.
Johnson is now considering his options and is looking into the possibility of moving abroad in order to earn more money.
AS Roma are understood to be leading the race for the full-back having already signed one former England international in the last six months in the shape of Ashley Cole.
Johnson has been with the Merseysiders since 2009 after joining from Portsmouth in a £17m transfer and has since played 180 times for the club in all competitions.
The Reds are expected to be busy in terms of contract negotiations in the next few weeks, with Raheem Sterling to be offered a lucrative new deal to ward off Real Madrid interest, whilst captain Steven Gerrard will also be offered an extension.
